The Santa Clarita Community College District/College of the Canyons is seeking a full-time Director, Institutional Research, Planning and Effectiveness in the Institutional Development office.

"BIG PICTURE" RESPONSIBILITY:

Under the direction of the Associate Vice President, Institutional Research, Planning, Effectiveness and Student Experience Redesign, provides research and evaluation leadership in the advancement of institutional initiatives and program area priorities; provides leadership and expertise for the college’s Institutional Review Board; plans, organizes, designs, and implements a comprehensive institutional research and evaluation program to assist the college in evaluating and improving its effectiveness as a learning-centered institution; under the direction of the Associate Vice President, Institutional Research, Planning and Effectiveness provides technical expertise in the development and monitoring of the Educational and Facilities Master Plans, Strategic Plan, student outcomes performance, and other planning processes; coordinates the submittal of institutional data; provides direction to the institutional self-study and accreditation process; designs evaluation plans for grants; develops District policies and procedures related to institutional research; supervises and evaluates the performance of assigned personnel; increases the visibility and utility of data and data-informed resources for the college community in order to enhance institutional effectiveness.

SUPERVISION EXERCISED:

  1. Exercises direct and general supervision over assigned staff.

ESSENTIAL DUTIES:

  1. Provides research and analytic support to college leadership, administrators, staff, and faculty with timely and relevant research, data analysis, data interpretation, and information to support the college’s strategies to increase and improve institutional effectiveness.
  2. Designs, implements, and monitors indicators which enable the College to assess its effectiveness. 
  3. Coordinates with appropriate administrators and faculty, plans, organizes, controls and directs operations and activities involved in the research, review, analysis, interpretation and reporting of a variety of data and information used in evaluating institutional effectiveness.
  4. Assesses the institutional effectiveness of student success and equity efforts and other related student supporting efforts.
  5. Coordinates with appropriate administrators and faculty, provides leadership in developing and implementing accountability systems for program initiatives.
  6. Coordinates, develops and maintains decision-making support and reporting systems and procedures according to College needs, goals and objectives; determines scope of systems and develops related specifications, designs and tools; develops measures for decision-making; provides training and assistance to administrators and personnel concerning the utilization of systems and measures.
  7. Coordinates and conducts research and evaluation studies in support of College planning and program review processes.
  8. Supports and coordinates the development and maintenance of an institutional research strategic planning process, including long-range planning in coordination with management, faculty, staff and students.
  9. Provides direction and support in the design, prioritization, and implementation of on-going and ad-hoc research projects to support the planning and decision-making activities of the college.
  10. Selects, adapts, and applies appropriate quantitative and qualitative research design and statistical tools and techniques to all areas of study, which include but are not limited to matriculation, prerequisites, assessment, staffing patterns, program evaluation, program cost-effectiveness and efficiency, program and services review, planning, curriculum, grant applications, accreditation, student and staff characteristics, data integrity, and state and federal reporting requirements.
  11. Prepares analyses and studies of college and community demographics, population projections, staffing reports and projects and annual FTES/FTEF projections and updates; collects, organizes and analyzes data from reports utilizing spreadsheets and statistical programs and maintains databases.
  12. Prepares data and processes information from Enterprise Applications necessary for timely Chancellor’s Office, state and federal government mandated reports, generates and provides data for accountability reports (i.e., IPEDs, ; AB705, CCFS-320 Apportionment, etc.), develops statistical comparisons;
  13. Compiles data from multiple sources (data systems, surveys, reports) and maintains a collection of data and reports for use in institutional self-study and institutional and program area accreditations by external agencies(e.g., ACCJC, NLN CNEA, NAEYC).
  14. Conducts statistical, demographic, and empirical studies for the District’s matriculation process, including, but not limited to assessment, placement, follow-up, validation of pre-requisites, validation of assessment instruments and cut scores; identification of test bias and disproportionate impact.
  15. Utilizes accurate statistical procedures and sampling techniques for institutional research projects, assuring high levels of confidence and reliability of results.
  16. Designs, conducts, and consults others on a variety of projects relating to District outcomes, effectiveness and decision-making.
  17. Designs, conducts, writes and presents institutional research studies and disseminates research findings effectively to the campus community. 
  18. Organizes and presents research-based information, provides clear and effective analyses and interpretation in narrative, tabular, graphical and oral modes. 
  19. Coordinates the preparation and distribution of periodic reports on district characteristics. 
  20. Translates technical research data, findings, and reports generated by external agencies and presents implications and limitation of studies as they pertain to the institution.
  21. Attends, conducts, and participates in various meetings and committees; prepare and deliver oral presentations including collegewide webinars and other forums to increase visibility and use of institutional research resources.
  22. Performs descriptive and inferential statistical analyses using statistical analysis software packages in a Windows PC environment.
  23. Serves as a member of and technical resource for the College Planning Team (CPT); collaborates with CPT members and others in reviewing, interpreting and determining implication of various College practices and measures of institutional effectiveness; coordinates and participates in the development and analysis of related data; supports the AVP in the strategic, data-informed practices of the Institutional Effectiveness and Inclusive Excellence (IE)2 committee to enhance student success and Canyons Completes (pathways) efforts; monitors and aggregates key findings and supports district and committee attention to student success metrics and performance.
  24. Supports the AVP in consulting with appropriate administrators and faculty, determine educational and financial effectiveness, and operational efficiency of various College departments, programs and services; provide technical assistance and recommendations in the planning and development of practices, policies, measures and procedures to enhance educational and financial and effectiveness, and operational efficiency.
  25.  Designs and administers surveys (i.e. student and college-wide surveys) and other data collection instruments; collects and analyzes data, and prepares narrative and statistical reports.
  26.  Participates and collaborates with college administrators on strategic planning activities; compiles, analyzes, and presents institutional data; supports assessment and decision making in various areas including program design, planning and review processes, academic and support program evaluations, student learning/program outcomes, student services, enrollment management, resource allocation, and staffing.
  27. Develops and implements related projects, studies, surveys; establishes and maintains related timelines and priorities; monitors and assists administrators with assuring smooth and efficient progress of planning activities; resolves related issues, conflicts and discrepancies in a proper and timely manner.
  28.  Consults with appropriate administrators and faculty, provides technical expertise in the development and monitoring of the Educational and Facilities Master Plan, Strategic Plan, and other collegewide plans; updates research and planning materials as needed.
  29.  Develops and implements a framework for the evaluation of college planning documents according to established timelines.
  30.  Functions as an intermediary between college administrators and key District level staff on issues relating to the compilation and analysis of institutional data, performance data, and other metrics to facilitate decision-making in such areas as policy formulation, resource allocation, enrollment management, performance management, and strategic planning.
  31. Coordinates, develops, and maintains planning materials, goals and objectives.
  32. Gathers and analyzes information about the College and its external environment for strategic planning and program development. 
  33. Communicates complex ideas and research information and findings clearly and concisely in oral and written form to a variety of audiences; in conjunction with the AVP, persuasively communicates college priorities, data, findings, and implications to increase institutional effectiveness.
  34. Communicates with personnel, administrators and various outside agencies to exchange information and resolve issues or concerns.
  35. Responds to internal and external requests for data to support specific data needs of college administrators, staff, faculty, and District level management by coordinating and providing data on topics such as student recruitment, admissions, enrollment, retention, financial aid, and completion rates.
  36. Provides technical and analytical support to offices, divisions, committees, faculty, administrators and staff engaged in research-related activities.
  37. Manages the institutional research information on the District’s web site. 
  38. Trains other research staff in the tools and techniques of research, including training Data Coaches.
  39. Develops and conducts training on the use and application of information technology systems and tools (e.g., District Tableau visualizations, CCCCO Student Success Metrics Dashboard, CCCCO DataMart), guiding college administrators and faculty on the processes for accessing data and information about the institution.
  40. Maintains an understanding of current ideas, research and practices pertaining to institutional research through continued study and/or training and participation in professional organizations.
  41. Remains informed of state and federal legislative actions that have implications for research and evaluation programs at the community college, regional, state and national level; examines community college system, service area, region, state and national data and trends to determine possible impact on the district and the populations it serves.
  42. Develop key data coach trainings to promote data fluency outside of the research office, expands tableau visualization dashboards, curates an in-house datamart, decreases the time to completion for research briefs and reports, supports the work of the Canyons Completes Action Plan through (IE)2, and enhances the ability of the IRPIE team to work as a central driver of actionable improvements for guided pathways, equity, success efforts, Call to Action, Vision 2022, enrollment management, and student-supporting improvement efforts.
  43. Performs related duties, as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION:

Possession of a Master’s Degree from an accredited college or university in Higher Education or a related field such as Social Science, Psychology, Statistics or an educational research discipline, including extensive coursework in educational, social, or behavioral science research design, evaluation methodology, and statistics. Possession of a doctorate degree preferred.

EXPERIENCE:

Five (5) years of increasingly responsible full-time equivalent experience in institutional research and planning, or a similar research environment, applying statistical and research methods to educational and/or social research, preferably in a higher education setting.

DEMONSTRATED KNOWLEDGE, AND ABILITIES:

Position requires knowledge of:

  • Institutional research, its literature, organizations and practices
  • Relevant research experience, with demonstrated experience in quantitative and qualitative research methods and statistics
  • Research design, methods, sampling and analytical techniques
  • Qualitative and quantitative data analysis techniques
  • Collection and coding of data
  • Statistical software (e.g. SPSS) and its use
  • Disaggregating data to assess disproportionate impact for different demographic populations
  • High level of proficiency in the use of Microsoft Office (Word, Excel, PowerPoint) required
  • Survey research
  • Experience in the development of performance metrics and continuous improvement systems and tools desirable
  • Experience with data visualization tools such as Tableau desirable

Positiona requires ability to:

  • Report and communicate complex ideas and research information and findings clearly and concisely in oral and written form to a variety of audiences.
  • Use microcomputers, associated peripherals, and Windows PC applications, including SPSS, Microsoft Office Professional (MS Word, MS Excel, MS Access and MS PowerPoint), and Netscape or similar browser.
  • Gather, validate, and interpret data from a wide variety of sources, including literature and Internet searches.
  • Exercise critical judgment and creativity.
  • Work accurately and independently while meeting schedules and timelines.
  • Establish priorities for, plan, and organize a variety of work assignments.
  • Ability to establish and maintain cooperative and effective working relationships with all segments of the college community and external agencies/partners.
  • Learn new ideas, procedures, processes, and computer software quickly and independently.  Demonstrate clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students, staff and the community.  

SALARY PLACEMENT:

This twelve (12) month per year position will be on an individual contract. This classified administrator position will be placed on Range 14 of the Administrator Salary Schedule. Step placement is based on experience. All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.

DISTRICT CLASSIFIED ADMINISTRATOR EMPLOYEE BENEFITS

PHYSICAL DEMANDS:

Sedentary position requires use of a computer and related equipment for extended periods of time; frequently exerting 10 to 20 pounds of force to move objects; communicating and providing information to others; work outside on all parts of District locations and in varying weather conditions. In the event of an emergency, employees will be relied upon to serve as emergency service workers.
