The Santa Clarita Community College District/College of the Canyons is seeking a full-time Human Resources Coordinator (Systems Support) in the Human Resources office.

"BIG PICTURE" RESPONSIBILITY:

Under the direction of the Human Resources Director, Recruitment & Employee Services, the Human Resources Coordinator is responsible for all aspects of Human Resources-related Human Resource Information System (HRIS), or other currently used payroll system, entries and reporting into the Los Angeles County Office of Education, District, and other related institutional/governmental agency computerized software and systems. Performs a variety of highly skilled and specialized employee and district retirement plan functions for the District. Prepares employee historical payroll, employment, and other related statistical data reports. Performs specialized and technical work in computerized data entry and retrieval necessary to carry out the Human Resources Systems functions of the Department. Acts as liaison with the Payroll Office, Instruction Office, Volunteer Bureau & Student Employment and Fiscal Services and individual hiring managers in meeting the Department’s needs. Assists with training and staff development activities related to the use of information technology and applications software; performs evaluation and testing of applications as needed.  Assures accuracy and conformance with established policies and procedures. Performs other related duties as assigned.

ESSENTIAL DUTIES:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  1. Provides user support to Human Resources staff on the use of the County HRIS system, the District’s information management systems and reporting software. Responds to requests from Human Resources administrators and staff for reports and information from these resources.
  1. Maintains knowledge of, interprets, and ensures compliance with current legislation, Federal, State and Education Code laws, PERS and CalSTRS regulations, collective bargaining agreements, employee contract provisions, and other District policies, procedures, and regulations pertaining to entry into the LACOE HRIS system.
  1. Processes and enters employment-related documents for all new and current employees into HRIS system. Performs high level analysis in order to maintain an accurate employee database and related District tables, including verifying and updating all personnel related information.
  1. Ensures continuity and compliance with various retirement systems. Researches, interprets, and determines employees’ applicable retirement plan membership. Clarifies related employee information through the coordination and review of Human Resources retirement questionnaire, communication with the Los Angeles County Office of Education, correspondence with other districts, and data obtained from CalSTRS and CalPERS retirement agencies.
  1. Performs high level analysis in order to maintain an accurate employee database and related District tables, including verifying and updating all personnel related information and employee benefits selections.
  1. Maintains timely and accurate implementation of District salary schedules and creation of work calendars in accordance with collective bargaining agreements, employee contract provisions, and other District policies, procedures including the District’s academic calendar to comply with compensation and work day requirements. Update these calendars and schedules in the HRIS system as required.
  1. Provides regular and timely reports to appropriate supervisors when requested. Notifies the Director on a regular and timely basis of any inaccuracies and plans for correction.
  1. As directed, provides general support to the Human Resources Office staff. Assists with covering the front desk as needed.  
  1. Develops functional specifications that will be used by programmers in enhancement of system, and for troubleshooting and researching problems related to assigned application modules in the county HRIS system, district software, and all related LACOE data and reporting software. Regularly attends training and meetings to maintain expertise in relevant systems and software.
  1. Responsible for currency and accuracy of Human Resources data in the County HRIS system. Acts as a liaison between Human Resources, Payroll, Instruction, Volunteer Bureau & Student Employment, Fiscal Services and other relevant departments, to facilitate, troubleshoot and coordinate the complete and timely entries of employee information into the LACOE HRIS system.
  1. Conducts regular and timely audits of employee data being entered into the County HRIS systems in coordination with the Human Resources Generalists, Payroll office and the HR Technician (Systems Support), relating to the processing of new employees and changes to existing employees, to meet the requirements of auditors.
  1. Conducts research, compiles data and produces scheduled and ad hoc reports as requested.
  1. Facilitates retention of complete and accurate records and documents for all employees relating to employment. Ensures compliance with record retention policies and procedures in order to assure the security and accessibility of documents and records.
  1. Coordinates flow of employment-related documents for all new, past and current employees between Human Resources department and Payroll, CSEA, COCFA, AFT, Business Services, Volunteer Bureau & Student Employment, Instruction and other individual managers and departments. Creates and maintains tracking databases and records documenting this effective flow.
  2. Composes and submits requests for departmental access, or removal of access, to the HRIS system, CalSTRS, CalPERS and other secured databases. Coordinates with the Director on the various permission and access levels for each program. Maintain accurate records of access.
  1. Assists the Director by conducting needs assessments for training. Assists with planning staff training programs and provides training in use of assigned systems in one-on-one and small group environments.
  1. Provides user support to Human Resources staff on District’s information management system, department databases, and applicant tracking system. Generates periodic reports.
  1. As directed, assists other District staff and service areas by responding to requests for information and reports to be generated from assigned systems.
  1. Coordinates all activities (analysis, specification, testing, training and documentation) associated with system enhancements and new systems development efforts.
  1. Attends and participates in user group meetings, training sessions and relevant conferences.
  1. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Experience:

Three (3) years increasingly responsible full-time equivalent experience with HRIS, payroll or other technical data-driven computer systems as a user or software technician; knowledge of software systems; and experience in effectively coordinating planning efforts for new systems or systems enhancements.

Education:

Education equivalent to an Associate’s degree (60 semester units) is required.  Two years direct experience in addition to that identified above may be substituted for one year (30 units) of college.

DESIRABLE QUALIFICATIONS:

  • Human Resources Information System experience and/or working in an educational institution or public agency system.
  • Trainer or lead experience in managing data.

DEMONSTRATED KNOWLEDGE AND ABILITIES:

Position requires knowledge of:

  • Computer applications including database management systems, word processor, spreadsheets, web-based technologies and other types of computer software.
  • Proficiency with Microsoft Office Suite software (Word/Excel/Outlook), office organization and other related skill areas.
  • Record keeping and database management techniques.
  • Basic research methods.

Position requires ability to:

  • Learn, interpret and apply legal mandates, policies, regulations, and guidelines and operational procedures.
  • Demonstrate excellent customer service skills and ability to multi-task in a high stress, team-oriented environment.

DISTRICT CLASSIFIED EMPLOYEE BENEFITS:

Full-time employees are provided with a diversified program that includes medical, dental and vision insurance including dependent coverage, disability and life insurance as well as Section 125 options.  These benefits commence on the first of the month following date of hire. Professional development opportunities are provided to all employees.  Educational incentive is available to eligible Classified Represented and Confidential employees. 

RETIREMENT: Classified employees contribute to the Public Employees' Retirement System (PERS), a defined benefit retirement plan through the State of California.

SALARY PLACEMENT

Salary placement will be on Range 40 of Classified Represented Salary Schedule B ($5,392.00 - $9,089.00 per month).

Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($5,392.00 / $5,715.00 / $6,042.00 per month) of this 20-step salary range.

Probationary period for new Classified employees is one year. Work year is 12 calendar months. The normal workweek for this position is 40 hours. Paid holiday, discretionary, and sick time are provided. Ten vacation days accrue during the first year of employment. A regular work schedule will be assigned, with the ability to occasionally work a flexible schedule as needed with supervisor approval.

 

 

 

PHYSICAL DEMANDS

Sedentary position requires use of a computer and related equipment for extended periods of time; frequently exerting 10 to 20 pounds of force to move objects; communicating and providing information to others; work outside on all parts of the campus and in varying weather conditions. In the event of an emergency, employees will be relied upon to serve as emergency service workers.

CONDITIONS OF EMPLOYMENT

  • Successful completion of background fingerprint clearance, pre-employment physical examination (disabilities not related to the physical job will not affect the application process) and TB screening.
