This position is a high priority for our District for the 2021-2022 year and is contingent upon continue available district, grant and state funding.

The Santa Clarita Community College District/College of the Canyons is seeking a full-time Instructional Support Coordinator III (Learning Resources) in the Instruction division.

"BIG PICTURE" RESPONSIBILITY:

Under the direction of the Dean, Educational Technology, Learning Resources, and Distance Learning or designee, performs a variety of technical, fiscal, operational support, and liaison functions pertaining to learning resources and other assigned departments. Performs a variety of comprehensive accounting work involving the allocation and disbursement of funds as required by district, program, and grant guidelines. Ensures compliance with applicable rules, regulations, policies and procedures. Identifies and maintains tools and techniques necessary to expand student access and success. Attends staff meetings and serves on appropriate standing and ad-hoc committees.  Performs other related duties as assigned.

ESSENTIAL DUTIES:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  1. Serves as management aide, receptionist, and liaison between the Dean and the public, staff, and other District or campus officials and departments.
  2. Provides assistance to faculty department chairs in purchasing, budgeting, and monitoring department budgets.
  3. Performs routine secretarial tasks including transcribing correspondence, maintaining a calendar; scheduling appointments; screening, distributing and referring both incoming and outgoing mail; tracking inventory and maintaining supplies; researching, maintaining, and preparing reports, spreadsheets and other documents.
  4. Arranges for meetings, conferences, travel and accommodations, travel advances, and requests for reimbursements and other travel related documents in a timely and accurate manner.
  5. Provides project management for various new systems and programs, as directed.  Takes the lead to research, plan, prioritize, track, execute and evaluate new systems and programs for assigned areas.  Plans, organizes and manages resources to bring about successful completion of specific project goals and objectives.
  6. Interprets and disseminates information, data, policies, regulations, and operational procedures pertaining to the service areas to staff, students and community members contacting the department by telephone, email, personal visitation or other means as technology evolves.
  7. Attends meetings, takes and transcribes notes into summary minute form for various committees and work groups related to learning resources, distance learning and associated grants.
  8. Assists with the development, maintenance, and coordination of assigned areas’ annual budgets.  Oversees and coordinates the daily operations of the adopted budget allocations and expenditures.  Processes budget transfers, salary account code changes, purchase requisitions, and other financial related items.  Coordinates the compliance of District Auditor requests and meets with auditors, as needed.
  9. Monitors all budget activities, ensuring that expenditures do not exceed the established budget. Creates and distributes quarterly reports to center administrative managers regarding budget variances. Ensures that all expenditures are classified properly.  Analyzes budget in order to prepare periodic reports and recommendations for budget adjustments as necessary.
  10. Maintains comprehensive accounting records and reports on grant expenses in order to comply with state compliance requirements for audit purposes and other applicable laws and requirements with regard to expenditures, tracking, and reporting.  Oversees, analyzes, and coordinates grant finances, including the coordination of grant audits.
  11. Ensures institutional compliance with local, state, and federal budgetary reporting requirements.
  12. Monitors and evaluates budgeting effectiveness of assigned areas. Develops budget reports, summarizing the total of the department’s projected operating revenues and expenses.
  13. Maintains a tracking system for hours worked and payroll related expenditures of all part-time and full-time academic, administrative, college assistant, adult hourly, and classified positions.  To ensure accuracy, reviews timesheets for timely submittal to Dean or other management staff for signature and further processing.  Prepares and processes assigned payroll related documents in compliance with district policy, accreditation, Title 5, and grant requirements.
  14. Oversees data input for all relevant department functions; including information that may be of a privileged or sensitive nature.  Performs other computer-input tasks relative to the operation of the department.
  15. Maintains various records and prepares reports of office operations, personnel, equipment, and reports as instructed. Assists in the preparation and submission of college and State mandated reports and documents. Manages the flow, storage and imaging of department documents.
  16. Plans and participates in on/off campus community outreach efforts, recruitment activities and special events pertaining to learning resources and other assigned departments.
  17. Designs, maintains and updates assigned websites; designs, maintains, and updates digital media and print materials that promote the assigned areas and inform prospective and current students of departmental offerings.
  18. Trains and provides work direction to adult hourly and/or college assistants, as directed.
  19. Serves as point of contact with relevant external vendors.
  20. Participates constructively in cross-functional projects.
  21. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Experience:

Two (2) years’ full-time equivalent experience working in community colleges, universities, high schools, and/or community agencies in a position related to this position required.  Possession of an earned Bachelor’s Degree will substitute for one year of the required experience.

Education: 

Education equivalent to an Associate’s degree (60 semester units) from an accredited college or university is required. Two (2) years direct experience in addition to that identified above may be substituted for each one year (30 semester units) of college.

DESIRABLE QUALIFICATIONS:

  • Bachelor’s Degree.
  • Prior experience performing administrative support duties in a community college or other post-secondary educational institution.
  • Prior experience managing projects.
  • Prior experience managing a complex database application.
  • Prior experience working with advanced technology and computer applications.

DEMONSTRATED KNOWLEDGE AND ABILITIES:

Position requires knowledge of: 

  • Methods, practices and terminology used in accounting and computerized accounting systems.
  • Proper English usage, grammar, spelling and punctuation.
  • Modern office practices and equipment including automated word processing, record management and filing systems, receptionist and telephone techniques, correspondence and report writing.
  • Basic methods and techniques of organization and planning.

 

Position requires ability to: 

  • Learn, interpret, and apply legal mandates, policies, regulations, and guidelines and operational procedure.
  • Use advanced forms of technology and perform complex, high-end systems analysis, project management and database administration.
  • Design, maintain, and update websites, digital media, and print materials.
  • Independently maintain currency of educational technology, computer programs/software, web design, graphic design and related tools as technology evolves.
  • Meet deadlines and handle multiple simultaneous projects. Work independently with little direction or as part of a team.
  • Assume responsibility for routine clerical detail.
  • Establish and maintain comprehensive and accurate files and records, prepare concise and complete reports as required.
  • Maintain confidentiality when dealing with sensitive and privileged material and information.
  • Take responsibility and use professional judgment based on established guidelines and procedures.
  • Type with speed and accuracy; make arithmetical calculations in like manner.
  • Communicate effectively orally and in writing.
  • Understand and carry out oral and written directions.
  • Establish and maintain cooperative working relationships with faculty, staff, trainees, and others connected in the performance of duties.
  • Ability to adapt to changing student and procedural requirements.
  • Work effectively and collaboratively with faculty, administration, classified, students, and community members.

SALARY PLACEMENT

Salary placement will be on Range 32 of Classified Represented Salary Schedule B ($4,779.00 - $8,062.00 per month). Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($4,779.00 / $5,072.00 / $5,358.00 per month) of this 20-step salary range.  

Probationary period for new Classified employees is one year. Work year is 12 calendar months. The normal workweek for this position is 40 hours. Paid holiday, discretionary, and sick time are provided. Ten vacation days accrue during the first year of employment. A regular work schedule will be assigned, with the ability to occasionally work a flexible schedule as needed with supervisor approval.

Full-time employees are provided with a diversified program that includes medical, dental and vision insurance including dependent coverage, disability and life insurance as well as Section 125 options.  These benefits commence on the first of the month following date of hire. RETIREMENT: Classified employees contribute to the Public Employees' Retirement System (PERS), a defined benefit retirement plan through the State of California.

 

 

PHYSICAL DEMANDS

Position requires sitting and viewing a computer monitor for extended periods of time plus frequent periods of standing and walking, which may include climbing staircases; dexterity of hands and fingers to operate a computer keyboard and related equipment; reaching, bending, stooping, kneeling and crawling; handling and working with various materials and objects; frequently exerting 10 to 20 pounds of force to lift, carry, push, pull or otherwise move objects; hearing and speaking to communicate and provide information to others; vision to read printed material and computer monitor; may be exposed to occasional contact with dissatisfied or abusive individuals; and travel from site-to-site. In the event of an emergency, employees will be relied upon to serve as emergency service workers.
