The Santa Clarita Community College District/College of the Canyons is seeking a full-time Director, Enrollment Support in the Instruction Office.

College of the Canyons is part of the Santa Clarita Community College District and is designated as a Hispanic Serving Institution (HSI), enrolling approximately 32,000 students each academic year. "BIG PICTURE" RESPONSIBILITY:

Under the direction of the Associate Vice President of Instruction, assumes responsibility for shaping the District’s enrollment management strategies, by focusing on strategic course scheduling practices, state apportionment reporting, and complex data analyses in support of achieving enrollment targets and meeting students’ curriculum and scheduling needs.  Works with Institutional Research, Planning, and Institutional Effectiveness to track student retention, persistence, transfer, and completion. Serves as the Instruction liaison with Enrollment Services, Admissions & Records, Outreach & School Relations, the Student Business Office, Human Resources, Business Services, MIS, PIO, and the Economic Development Division to develop and implement a dynamic, forward-looking, and comprehensive strategic enrollment management plan that aligns with statewide and District strategic initiatives and ensures a strong link between scheduling; local, regional, state, and federal priorities; and community needs. Assists Instruction with the enrollment management committee while also working closely with the Dean of Academic Innovation and Continuing Education in preparing an efficient course schedule using an equity-minded Guided Pathways framework that best aligns with the Strategic Plan and fiscal priorities.  Provides essential monitoring of various instructional program activities.  Performs other duties as assigned.

ESSENTIAL DUTIES:

 The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. 

  1. Designs, recommends, and implements a strategic enrollment management plan through research and data analyses of enrollment issues, trends, and models.  Compiles, analyzes, interprets, and presents data to various stakeholders, including instructional deans, department chairs, and faculty to implement effective enrollment management strategies and forecast opportunities for growth.
  2. Evaluates the College NOW, concurrent enrollment, and dual enrollment programs in tandem with Outreach & School Relations to ensure access to college programs for high school students while monitoring student retention, persistence, transfer, and completion.  Ensures course creation aligns with designated career (technical) education pathways, fulfills A – G requirements, and meets the diverse needs of students throughout the district.
  3. Works directly with Instruction, Student Services, MIS, Institutional Research, Planning, and Institutional Effectiveness, and other administrative staff to build strong, collaborative relationships in order to plan and implement effective enrollment management strategies and best scheduling practices.
  4. Develops enrollment management strategies that align with business, industry, community-based organizations, and other strategic resources in concert with the Economic Development Division. 
  5. Monitors the inmate education program using metrics such as student retention, persistence, and completion and ensures pathway alignment for designated career (technical) education and other transfer courses as well as noncredit offerings.
  6. Supports the GatewaySCV consortium to collect and report adult learner demographics, barriers, and program outcome information.
  7. Provides deans and department chairs with a summary of department-specific disaggregated data to assist with the annual program and budget reviews and timely, comprehensive reports to assist faculty, department chairs and deans in program and schedule planning in order to enhance the College’s ability to meet students’ needs, increase student retention and facilitate student success.
  8. Supervises the production of timely course scheduling requests for the Fall, Winter, Spring, and Summer sessions, ensures Instructional staff produces drafts for Division/School Deans and faculty review as submissions near completion, monitors accuracy of submissions, and creates and incorporates appropriate comments for student viewing in the published Schedule of Classes while assuring a sufficient amount of sections have been submitted reflecting times, days and teaching sites to meet students’ needs and College enrollment targets.  Responsibilities include, but are not limited to, ensuring the proper development of credit, noncredit, and not-for-credit (community education) programs and courses, including GatewaySCV adult education consortium, Instructional Services Agreements (ISA), Academy of the Canyons, inmate education, cooperative work education, apprenticeship, and concurrent/dual enrollment.
  9. Makes data-driven recommendations to the Associate Vice President of Instruction on class sections and room assignments to ensure efficient utilization of class space.  Efficiently manages class cancellations, ensuring notification of appropriate Dean, Department Chair, Faculty, and students, and ensures contracts are deactivated and pay reports updated.
  10. Oversees and ensures accuracy of the final schedule production, including appropriate comments for student viewing in the published Schedule of Classes, verification of distance education offerings for courses with an approved Distance Learning Addendum, and proper MIS coding of each section for apportionment reporting featuring weekly census, daily census, positive attendance, and independent study procedures.
  11. Supervises production of detailed reports featuring teaching loads, load banking, reassigned time, and release time, particularly as it is relevant to instructional program management, development and course scheduling.
  12. Supervises production of pay reports in support of faculty staffing for submission to Business Services and Human Resources offices.  Ensures timely processing of faculty contracts.
  13. Tracks adjunct faculty office hours and produces corresponding pay reports for submission to Business Services.
  14. Supervises preparation of detailed reports for ISA invoicing and accounting processes.
  15. Directs the development and implementation of course schedules; plans, organizes, schedules and oversees various production-related activities; ensures effective and efficient course scheduling.
  16. Supports Instruction, Business Services, Student Services, and the Office of Institutional Research, Planning, and Institutional Effectiveness to ensure accurate reporting for apportionment reports.  Assures integrity of data in the administrative information database system, audits data relevant to the instructional program to assure compliance with District policies, State regulations and reporting requirements, and participates in annual audits to ensure compliance with local, state, and federal laws and regulations.
  17. Provides data and reports in support of requested information for faculty negotiations (COCFA and AFT), accreditation (ACCJC) and department specific external accreditation and authorizing bodies, Educational & Facilities Master Plan, and Strategic Plan purposes.
  18. Provides daily direction to the Instructional Support Program Coordinator and the Instructional Services Agreement Coordinator and trains other support staff as directed.
  19. Participates actively on relevant campus committees including enrollment management, strategic planning, Management Advisory Council, and various others as required.
  20. Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Experience:

Equivalent of three (3) years of full-time increasingly responsible experience in a college setting which demonstrates possession of the knowledge and skills necessary to perform the duties of this position.

Education:

Possession of a Bachelor’s degree or higher from an accredited college or university. Two years direct experience in addition to that identified above may be substituted for each year (30 semester units of college coursework for a maximum substitution of four additional years of experience for two years (60 semester units) of college.  

DESIRABLE QUALIFICATIONS:

  • Extensive experience in work processing, spreadsheet and database software and automated systems to effectively meet the job tasks.
  • Demonstrated experience in calculating FTES and properly applying various attendance procedures including weekly student contact hour, daily student contact hour, independent study and work experience education, and positive attendance.

DEMONSTRATED KNOWLEDGE AND ABILITIES:

Position requires knowledge of:

  1. Higher education operations and policies, particularly the California Community College System.
  2. Applicable laws, codes, regulations, policies, and procedures relating to the assigned activities.
  3. Analyze, synthesize, make correlations, summarize data, and develop comprehensive reports that are easily understood by a general audience.
  4. Articulate research needs to Institutional Research and work to analyze results to affect change.
  5. Direct people and activities, many multiple activities and projects, and work in a team setting.
  6. MIS coding used for course requirements and state reporting.
  7. Faculty load/compensation formulas and regulations.
  8. Microsoft Office, including proficiency in Excel and Word.

SALARY PLACEMENT

Salary Placement - This twelve (12) month per year position will be on an individual contract. This classified administrator position will be placed on Range 14 of the Administrator Salary Schedule. Step placement is based on experience. Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($9,485 / $9,628 / $9,771 per month) of this 20-step salary range. All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.

Full-time employees are provided with a diversified employee benefits program that includes sick time, vacation time, discretionary time, medical, dental and vision insurance including dependent coverage, disability and life insurance as well as Section 125 options.  These benefits commence on the first of the month following date of hire.  Professional development and educational incentive opportunities are provided to all classified administrative employees.  

Classified employees contribute to the Public Employees' Retirement System (PERS), a defined benefit retirement plan through the State of California. 

PHYSICAL DEMANDS

Sedentary position requires use of a computer and related equipment for extended periods of time; frequently exerting 10 to 20 pounds of force to move objects; communicating and providing information to others; work outside on all parts of the campus and in varying weather conditions. In the event of an emergency, employees will be relied upon to serve as emergency service workers.
