The Santa Clarita Community College District/College of the Canyons is seeking a full-time Administrative Assistant V (Office of Instruction) in the Instruction division.

"BIG PICTURE" RESPONSIBILITY:

Under the direction of the Assistant Superintendent/Vice President of Instruction, performs a wide variety of complex, specialized and responsible clerical and administrative support functions, many of which are of a privileged or sensitive nature, to relieve their supervisor of administrative and clerical detail. Supports the Assistant Superintendent/Vice President’s role in collective bargaining issues. Performs other related duties as assigned.

ESSENTIAL DUTIES:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  1. Serves as confidential aide and administrative support to the Assistant Superintendent/Vice President of Instruction in the administration and supervision of District-wide academic programs, services, operations and related planning activities. Answers questions from the public, faculty, staff and students regarding Instruction issues and directs inquiries as appropriate. Follows up as necessary.
  2. Manages appointments and schedules meetings for the Assistant Superintendent/Vice President with both internal and external departments and agencies.  Utilizes Microsoft Outlook to manage a comprehensive calendar system within Instruction.
  3. Prepares, executes, tracks and electronically files all contracts and memoranda of understanding (MOU), including draft proposals and final signed documents.
  4. Assists the Assistant Superintendent/Vice President with creation and editing of Board agenda items, including the creation, compilation and/or editing of supporting documents, to include, but limited to updating board policies, board resolutions, announcement of union negotiations, negotiated union contracts and memoranda of understanding.
  5. Assists the Assistant Superintendent/Vice President with creation and tracking of requisitions, purchase orders and all other related documentation.
  6. Assists in collective bargaining issues relating to the Vice-President’s role, including scheduling, research, and documentation of contract and board items, as needed.
  7. Works closely with Fiscal Services staff to ensure all necessary documents are completed in order to process supplementary payments, purchase orders, board approved contracts, and authorized credit card expenditures. Resolves billing issues by communicating with vendors, Fiscal Services and Purchasing/Contracts staff to ensure vendors are paid in a timely manner.
  8. Handles all paperwork and correspondence, including the processing of reports, for agencies such as the Accrediting Commission and State Chancellor’s Office.
  9. Composes, independently or in accordance with general instructions, correspondence concerning a wide range of subjects requiring thorough knowledge of policies, regulations and operational procedures.
  10. Prepares and inputs data using specialized software for the department’s computerized work order system, student surveys of teaching faculty, the Department’s website and the District’s purchase requisition and budgeting system.
  11. Schedules and takes minutes for committees chaired by Assistant Superintendent/Vice president, such as Instructional Advisory Council, Accreditation Committee, Enrollment Management Committee, and Academic Staffing Committee.  Takes weekly Deans Council meeting minutes.
  12. Assists in research, data development, and completion of District reports as well as public presentations, such as the annual program review, accreditation reports, grant reports, board agenda items, administrative unit outcomes, board presentations, community presentations, etc.
  13. Assists in the preparation of planning-related documentation, such as the Chancellor’s Office annual Five-Year Instructional Equipment Plan.
  14. Assists with reviewing and updating the District’s board policies and administrative procedures related to Education Code and Title 5 of the California Code of Regulations, and assists staff with the interpretation of changes or new government regulations as they pertain to Instruction.
  15. Tracks budget line items for Instruction departments and programs.  Assists Assistant Superintendent/Vice President in the development and monitoring of fund balances including the control of expenditures of funds.  Prepares and monitors purchase requisitions and maintenance services contracts. 
  16. Prepares costs analysis for services such as contaminated waste disposal, projections for the cost of instructional supplies and equipment maintenance, and all discretionary, categorical, and grant expenditures.
  17. Works with managers to hire temporary workers, processes employee evaluations, processes Personnel Action forms, etc.
  18. Prepares, coordinates and tracks all required forms and related documentation for conference and travel for Instruction.
  19. Works with Instruction staff to update web pages and informational data used with faculty, staff and students, including forms, to provide current information to both internal and external customers.
  20. Provides administrative assistant leadership and support to other administrative assistants across Instruction, including training on new software platforms and team training.
  21. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Experience:

Five years of general office support in a position such as administrative assistant, executive assistant, office manager, office coordinator, etc. including one year of recent experience providing administrative support to a top management position (within the last five years).  Experience working in an educational institution is desirable. 

Education: 

Education equivalent to an Associate’s degree (60 semester units) is required.  Two additional years of related experience in addition to that identified above may be substituted for one year (30 units) of the education requirement.

 

DESIRABLE QUALIFICATIONS:

  • Experience in administration and office leadership.
  • Experience in customer service/working with the public.
  • Extensive use of computer applications: Microsoft Office Suite software (Access, Word, Excel, Outlook, and PowerPoint) and administrative software (Datatel, Banner, PeopleSoft, etc.).
  • Experience preparing and monitoring budgets.

DEMONSTRATED KNOWLEDGE AND ABILITIES:

 

Position requires ability to:

  • Type with speed and accuracy using word processing, spreadsheet and other business-related software.

  • Work effectively and demonstrate currency of knowledge with computers and other forms of advanced technology utilized in providing high quality services.

  • Apply knowledge of proper English usage, grammar, spelling and punctuation.
  • Establish and maintain comprehensive and accurate files and records, and prepare concise and complete reports.
  • Learn and interpret policies, rules, regulations and operational procedures including current State and Federal regulations pertaining to the department.
  • Organize and prioritize work in anticipation of needs and deadlines.  Handle diverse tasks quickly and accurately.
  • Apply knowledge of modern office practices and equipment, including record management and filing systems, receptionist and telephone techniques, correspondence and report writing.
  • Apply knowledge of basic methods and techniques of organization and planning.
  • Take and transcribe notes with speed and accuracy.
  • Maintain confidentiality when dealing with sensitive and privileged material and information.
  • Demonstrate clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students, staffing and the community.

SALARY PLACEMENT

Salary placement will be on Range 16 of Classified Confidential Salary Schedule T ($6,190.00 - $9,290.00 per month). Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($6,190.00 /$6,567.00.00 /$6,937.00 per month) of this 9-step salary range. Step advancement is yearly up to step 7, with advancement to step 8 after two years at step 7. Employee must spend at least two years at Step 8 before moving to Step 9.

Probationary period for new Confidential employees is one year. Work year is 12 calendar months. The normal workweek for this position is 40 hours. Paid holiday, discretionary, and sick time are provided. Fifteen vacation days accrue during the first year of employment. A regular work schedule will be assigned, with the ability to occasionally work a flexible schedule as needed.

DISTRICT CLASSIFIED EMPLOYEE BENEFITS

Full-time employees are provided with a diversified program that includes medical, dental and vision insurance including dependent coverage, disability and life insurance as well as Section 125 options.  These benefits commence on the first of the month following date of hire. RETIREMENT: Classified employees contribute to the Public Employees' Retirement System (PERS), a defined benefit retirement plan through the State of California.

PHYSICAL DEMANDS

Position requires work in a professional office setting during normal business hours with occasional requirements for overtime, during the week. This is a stationary position and requires use of a computer for extended periods of time plus frequent periods of movement from one area to another, which may include traversing to different floors of a building; operating a computer and related equipment; communicating and providing information to others; working with various materials and objects; frequently exert 10 to 20 pounds of force to move objects; may be exposed to occasional contact with dissatisfied individuals; and travel from site-to-site. In the event of an emergency, employees will be relied upon to serve as emergency workers.
