Napa Valley College invites you to apply for this position as the Senior Dean, Career Education and Workforce Development.   We are seeking an individual with demonstrated administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students.  Our Career Education programs are designed to prepare students for careers and for transfer to a four-year college.  The programs have a variety of entry and exit points which, to the extent possible, are aligned with industry positions, industry skill needs, and third party credentials. Our programs strive to be connected to local industry to ensure currency of programs. We offer a variety of certificate and degree pathways. Our programs combine classroom instruction and practical application training in a laboratory environment. Our talented faculty members combine their years of experience working in private industry with educational excellence in the classroom setting.
 
Under the administrative direction of the Assistant Superintendent/Vice President of Academic Affairs, the Senior Dean, Career Education and Workforce Development is responsible for providing leadership, administration, and supervision for the division of Career Education and Workforce Development and associated programs and departments, including: Accounting, Business, Child & Family Studies and Education, Computer Studies, Computer information Systems Application, Digital Design Graphics Technology, Hospitality, Culinary & Tourism Management, LGBT Education Studies, Machine Tool Technology, Technical Studies, Viticulture & Winery Technology, Welding, Work Experience, and Napa Valley Small Business Development Center; providing leadership and administration of the Upper Valley Campus and Community Education; managing the overall delivery of services, providing budget development and oversight; and supporting the mission and strategic plan of the college through planning, evaluating, maintaining, and implementing instruction and related services in compliance with established guidelines.
 
This is a full-time, 12-months-per-year, educational administrative position.  The salary has an appropriate placement on Range 19 of the current Administrative/Confidential salary schedule.  Initial salary placement is $8,140 to $8,974/month, with future steps up to $11,453/month.  Placement on the salary schedule is commensurate with experience.  The college offers a fringe benefit package, including medical, dental, vision, disability and life insurance, employee assistance program, and CalSTRS membership.  Assignment includes 19 paid holidays, 22 vacation days, and 12 days sick leave annually.
 


DUTIES AND RESPONSIBILITIES

  • Analyzes and reviews budgetary and financial data (e.g. researches, evaluates, obtains and maintains grants and other funding sources; authorizes expenditures and conference requests, etc.) for the purpose of developing and preparing the annual budget for instructional operations, activities, departments and programs such as all Economic Workforce Development (EWD) and Career Education grants within the assigned instructional area. 
  • Collaborates with faculty, in consultation with other divisions and industry advisory committees as appropriate (e.g. Director of the SBDC, business community, regional community agencies, local educational agencies (LEAs), etc.) for the purpose of planning, organizing and developing curriculum and customized training programs. 
  • Conducts community outreach to industry and other educational institutions, as appropriate (e.g. local and regional community agencies, local educational agencies (LEAs), regional community colleges, etc.) for the purpose of obtaining grants and other financial support for new program development and current program support. 
  • Coordinates the development, implementation, and evaluation of grants related to various programs (e.g. Strong Workforce, Perkins, Apprenticeships, etc.) for the purpose of directing and administering all grant activities and ensuring compliance with requirements of funding agencies and organizations. 
  • Coordinates and directs educational planning activities, program development functions, course scheduling, and curriculum implementation, including articulation, and ensures advisory committees are formed and meetings are held on a regular basis to implement, monitor and evaluate programs that meet District and student needs and enhance the educational effectiveness of assigned departments, programs, services, and facilities. 
  • Coordinates and directs communications, programs, services, activities and information between administrators, faculty, personnel, businesses, educational institutions, outside organizations, students, the public and various local, state and federal agencies for the purpose of providing consultation and technical expertise to students, staff, faculty, administrators and others concerning division operations and activities. 
  • Develops schedule of classes, monitors enrollments, class size, and faculty loads for the purpose of analyzing enrollment data to assist with scheduling and staffing decisions, and adjusting course offerings in response to students’ needs. 
  • Directs the development and implementation of programs, services, plans, strategies, processes, projects, courses, goals and objectives for the purpose of developing division and department unit plans for yearly resource planning and allocation process. 
  • Establishes and maintains division and department time lines and priorities for the purpose of assuring related activities comply with established standards, requirements, grant specifications, laws, codes, regulations, policies and procedures. 
  • Monitors the development and assessment of student learning outcomes for the purpose of evaluating and applying the results for program improvement. 
  • Prepares a wide variety of often complex materials (e.g. plans, budgets, reports required by Career Education and EWD grants, contracts for Board approval, Career Education program review information as stipulated by Ed Code, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions. 
  • Provides leadership for assigned division(s), departments, and/or services, fostering excellence and innovation in teaching, counseling, librarianship, and academic services for the purpose of serving students and advancing the mission and strategic goals of the college. 
  • Receives and reviews department and program related concerns for the purpose of facilitating and assuring proper and timely resolution of student, staff, faculty, administrative, department and program conflicts, complaints, and grievances. 
  • Responds to inquiries for the purpose of providing detailed information concerning assigned programs, departments, services, curriculum, courses and related standards, requirements, practices, schedules, strategies, plans, goals, objectives, laws, codes, regulations, policies, and procedures. 
  • Supervises and evaluates the performance of assigned faculty and staff including Director of the Upper Valley Campus and Community Education (e.g. interviews and selects employees, recommends transfers and reassignment, recommends termination and disciplinary actions, etc.) for the purpose of coordinating faculty and staff work assignments and schedules and reviewing work to assure compliance with established standards, requirements and procedures. 
  • Works with the Assistant Superintendent/Vice President of Academic Affairs and other deans and faculty chairs for the purpose of developing and executing contract education programs for the District, including monitoring the contracts for Career Education and Workforce Development programs, projects, and grants.

Responsibility:
Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing multiple departments; supervising the use of funds for multiple departments. Work Environment:
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing.  This job is performed in a generally clean and healthy environment.

Education:
Master’s degree in job related area

Desirable Qualifications
 

  • Knowledge of Education Code and Title 5 regulations that relate to credit and noncredit courses;
  • Experience in a collective bargaining environment; 
  • Familiarity with college governance;
  • Teaching experience at a community college;
  • Experience with Perkins and California Strong Workforce Program.
